The City of Philadelphia’s motion to dismiss a civil rights lawsuit stemming from a detective’s alleged sexual assault and harassment of a homicide victim’s mother was premature, a district court ruled.
The mother, identified as “Jane Doe, L.S.,” filed a lawsuit in January of 2023 against the City of Philadelphia, former Police Detective Donald Suchinsky, and supervisors and detectives, who she alleged knew Suchinsky’s history of misconduct and allegedly ignored warning signs leading to her assault and harassment.
